 SAILING INSTRUCTIONS

1.0 RULES

1.1  The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS) for 2017-2020, the prescriptions of US Sailing, the rules of each fleet’s Class Association and the Notice of Race except as any of these are modified by these Sailing Instructions.  Sails used in racing may be either U. S. Sunfish Class Association approved sails or sails that are similar in size and cut provided such non Class approved sails do not provide an unfair advantage to the boat being sailed. Sail numbers must be unique, although they need not be assigned by the National Sunfish Class Association. These provisions change rules of the International Sunfish Class Association.

1.2  If any conflicts arise between the schedule listed in these Sailing Instructions and the schedule in the Notice of Race, the Sailing Instructions shall prevail.  This changes RRS 63.7.

2.0 NOTICES TO COMPETITORS

Notices to competitors will be posted on the East porch of the Club House.

3. CHANGES TO THE SAILING INSTRUCTIONS

Any change to the Sailing Instructions will be posted on the East porch of the Club House before 0900 on the day it will take effect, except that any change to the schedule of races will be posted by 1800 on the day before it will take effect.

4. SIGNALS MADE ASHORE

Signals made ashore will be displayed from a flagpole in front of the Club House. If a postponement is signaled ashore, the warning signal for the start of a race will be made not less than 30 minutes after AP is lowered. Boats are requested to stay ashore during the postponement period.

5. SCHEDULE OF RACES

Saturday, August 31
          
1100       Skipper’s Meeting
1145       First Warning signal (but in no event sooner than 30 minutes after the conclusion of the Skippers’ Meeting)
Subsequent races to follow
1600       No warning signal will be made after this time

Sunday, September 1

1030       First Warning signal
1500       No warning signal will be made after this time

Up to seven (7) races may be sailed.

6. CLASS FLAG

The class flag for Sunfish will be a flag with a Sunfish class emblem.  The class flag for Buccaneers will be a flag with a Buccaneer emblem. In the event that the Sunfish fleet is divided into an A and B fleet, the class flag for the Sunfish A fleet will be a flag with a Sunfish class emblem and the B fleet flag will be a Gold flag.

7. RACING AREA

The racing area will be on Lake Michigan and as directly east of Park Avenue Beach as conditions, in the judgment of the Race Committee, will allow.

8. COURSES

8.1 The courses will be Windward-Leeward (W), or a combination thereof (W1 ½, W2), Triangle (T) or Triangle Windward Leeward (TW) as diagrammed on Attachment A at the end of these Sailing Instructions.

8.2 A placard or board with the course (W with number of legs for each class, T or TW) will be displayed from the Race Committee boat prior to the Warning Signal for each race. The Race Committee will also verbally announce the course to boats in the starting area.  The failure of a competitor to hear the verbal designation of the course will not be grounds for redress.

8.3 Marks shall be left to port.

9. MARKS

9.1 Course marks will be either yellow inflatable marks or red or yellow buoys.

9.2 New marks, as provided in Instruction 12 will be red buoys.

10. THE START

10.1 The races will be started using Rule 26. The following is added to Rule 26: for the first race of each day, and a race following a long postponement, an orange flag will be displayed with a long sound five minutes before the warning signal. When feasible, several short sound signals will be given as a courtesy shortly before the warning signal so that racers maybe advised of the course and impending starting sequence. The failure to give such a sound signal shall not be grounds for redress.

10.2 The starting line will be between a staff displaying an orange flag on the Race Committee boat on the starboard end of the line and a mark on the port end of the line.

10.3 Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races.

11.  RECALLS 

The Race Committee will signal individual or general recalls as per Rule 29 and will attempt to hail individual boats over early but failure of competitors to hear or understand the hails or the order of such hails will not be grounds for redress.  This changes RRS 62.1(a).

12. CHANGE OF THE POSITION OF THE NEXT MARK

A change of the course will be signaled in accordance with Rule 33. Any mark to be rounded after rounding the moved mark may be relocated without further signaling to maintain the proper course configuration. When in a subsequent change a new mark is replaced, it will be replaced by an original mark.

13. THE FINISH

The finish line will be between a staff displaying an orange flag on the committee boat and a mark.

14. TIME LIMIT; BOATS MORE THAN ONE LEG BEHIND

14.1  The time limit for each race shall be one hour from the starting signal.  If no boat reaches the first mark within 30 minutes after her starting signal, the race shall be abandoned.  Boats failing to finish within the time limit will be scored Time Limit Expired (TLE) without a hearing.  This changes rules 35, A4 and A5.

14.2  If a boat sailing the course trails the lead finishing boat by more than one leg of the course (that is, the trailing boat has failed to pass the extended finish line going in the opposite direction prior to the time the lead boat finishes), the Race Committee shall score the trailing boat(s) as Time Limit Expired – Lapped (TLEL) This changes rules 35, A4 and A5.

15. PROTESTS, ARBITRATION, AND REQUESTS FOR REDRESS

15.1 A boat intending to protest shall notify the protestee immediately as well as the Race Committee promptly after the finish of the race as to her intent to protest and the identity of the protested party.

15.2 Protest forms are available at the registration table in the Club House. Protests shall be delivered there within the protest time limit.

15.3 The protest time limit is 30 minutes after the last boat racing reaches shore. The same protest time limit applies to all protests by the race committee and jury, and to requests for redress. This changes Rules 61.3 and 62.

15.4 Notices will be posted within 30 minutes of the protest time limit to inform the competitors of hearings in which they are parties or named as witnesses. Hearings will be held in in or around the Club House beginning 30 minutes after the end of protest time, as posted on the bulletin board.

15.5 Notices of protests by the race committee or the jury will be posted on the East porch of the Club House to inform boats under Rule 61.1(b).

15.6 A request for reopening a hearing shall be delivered no later than 30 minutes after the party requesting reopening was informed of the decision. This changes Rule 66.

16. SCORING

The low point scoring system of Appendix A will apply, as modified below.

16.1 A boat starting later than five (5) minutes after her starting signal will be scored Did Not Start. This changes rule A4.1.  

16.2 One race will constitute a series. If six or more races are completed, then each boat’s series score shall exclude her worst score.

16.3 A boat scored TLE will receive points equal to the number of finishers of the race plus two points.  This changes rules A4.2 and A5.

16.4 A boat scored TLEL will receive points equal to her then position in the race plus 1.

17. SAFETY

17.1 All boats are required to check in with the designated race committee boat prior to the warning signal of the first race after leaving shore.  Boats arriving after the first warning signal of the first race should check in after the warning signal for their class.

17.2 A boat that retires from a race shall notify the race committee as soon as possible.

17.3 All competitors shall wear a personal flotation devices at all times while on the water except for brief times when changing into or out of sailing gear. Failure to do so shall result in disqualification. This changes the preamble to Part 4 and Rule 40. Only the Race Committee shall be able to protest a competitor for violation of this rule.

18. DISCLAIMER OF LIABILITY

Competitors participate in this regatta entirely at their own risk. See Rule 4, Decision to Race. The Organizing Authority or the Race Committee will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

19. RADIOS

Competitors may receive VHF radio transmissions from the Race Committee concerning safety, notice of on course side boats and general information to assist in management of the event. Competitor’s channel is 69. On board radios shall monitor only channel WX and channel 69.  Except in an emergency or when retiring from a race, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats.  This restriction also applies to mobile telephones and data transmissions.

20. AWARDS

Awards will be given to the first three finishers in each class. Other awards may be given at the discretion of the Regatta Chairperson.

 

ATTACHMENT A
COURSES

 1. The diagram attached shows the components that make up all courses.  "S/F" indicates a starting/finishing line. "1" indicates a windward mark for the Sunfish class which is the inner  mark.  "2" indicates a windward mark for the Buccaneer which is the outer mark.  "3" indicates a leeward mark.

 2.  The sequence in which marks are to be rounded is as follows:
